This is a Con-Cora planter with saucer from the Consolidated lamp and Glass Company. This line was popular from the mid 1940's, through the 50's. The milk glass is very heavy and thick on these pieces. The hand painting is a little spotty on this piece. It has been used for plants and there is some discoloration. Otherwise, this really is in very good condition.
